I hear what you're saying. I had a squirrel problem and solved it by using a have a heart trap to catch and release three of them...more then seven miles away -no more squirrel problem. Even though I detest them, I couldn't have brought myself to kill them. However, my point is I just don't really have a problem with what someone does on their own land in regards to pest/rodent/rabbit problem. Bolstering my other point, being that I really don't see a difference between a rat and a rabbit...only have different tails.
