Shirley Town Administrator Arraigned On Wiretap Violations

 

            SHIRLEY– The Town Administrator for the Town of Shirley has been arraigned in connection with wiretap violations, Middlesex District Attorney Gerry Leone informed the public today.

             Kyle Keady, 46, of Shirley was arrested at his home last night by Massachusetts State Police assigned to the Middlesex District Attorney’s Office. He was charged with illegal recording, illegal possession of a recording device, and video recording a person in a state of nudity.

             He was arraigned in Ayer District Court this morning. Ayer District Court Judge Peter Kilmartin ordered the defendant to be held on $2500 cash bail with the condition that he stays away from Town Hall and has no contact with victims or witnesses.

             His next court date is July 7 for a pre-trial hearing.

             “We allege that this defendant went to extraordinary extents to commit troubling violations of privacy against his fellow employees by illegally video taping and photographing them without their knowledge or consent,” Middlesex District Attorney Leone said. “These charges include illegally creative and clandestine recordings and photographs that include illegally secretly recording his female co-workers in the sanctum of a bathroom, amounting to extremely disturbing violations of his position of authority as Town Administrator.”

             According to authorities, the Middlesex District Attorney’s Office was informed of possible illegal recording/wiretap violations committed by the defendant at the Shirley Town Hall. Yesterday afternoon, at approximately 4:35 pm, Massachusetts State Police assigned to the Middlesex District Attorney’s Office executed a search warrant at the Shirley Town Hall, specifically at the defendant’s office.

            The investigation revealed that the defendant was illegally recording conversations and taking illegal photographs of other town employees by using recording devices that included video cameras and a baby monitor. These devices were hidden in pens and a plant in various offices and rooms in Town Hall. Authorities also discovered that the defendant had taken a pen that contained a video camera and hid it in the ceiling directly above a bathroom stall in the women’s bathroom in Town Hall.

            These charges are allegations, and the defendant is presumed innocent until proven guilty.

            The prosecutor assigned to this case is Assistant District Attorney John Verner, Chief of the PACT Unit.

      The Middlesex District Attorney’s PACT Unit, established when District Attorney Leone took office, is dedicated to the investigation and prosecution of cases of public protection (including narcotics and organized crime), anti-terrorism, corruption, and technology. The Unit has investigated and prosecuted multiple cases of alleged public corruption and organized crime, including:

 

  • Commonwealth vs. Peter Limone, et al, in which more than 140 indictments were brought against 20 men in connection with their involvement in organized crime activities.

  • Commonwealth vs. John Buonomo, in which the defendant, the former Register of Probate, pled guilty to the theft of thousands of dollars of public monies.

  • Commonwealth vs. Richard Stewart and Joseph Falzone, in which the defendants, two Department of Conservation and Recreation employees, pled guilty to the theft of more than 2000 feet of cast-iron coping from the Longfellow Bridge and selling it to a scrap yard for approximately $12,000.

  • Commonwealth vs. David Annis, a Lowell police officer found guilty on extortion and other charges. 

  • Commonwealth vs. Paul Camilli, the former Superintendent of Public Works in the town of Maynard, found guilty of soliciting cash payments from a private developer in exchange for relaxing the permitting and inspection process for a construction project.
